Data centers are simply buildings that provide space, power and cooling for network infrastructure and are filled with varying amounts of servers. Behind all the information services we use every day – such as video streaming, gaming and AI – data centers and super computers process, store and network incredible amounts of data. Worldwide data volumes will reach approximately 175 zettabytes in 2025.
In 2007, a typical server in a data center consumed around 330 watts of power. While in 2024, the power consumption of a single server has reached 10 kw, backed with vast data demand. Power usage in data center grows rapidly. Data center consumes about 2% of the world’s total electricity. This makes it vital that we reduce electricity use in data centers and implement more efficient energy solutions to create data center sustainability and cut CO2 emissions.
Data center power consumption performance is measured in units of Power Usage Effectiveness (PUE). PUE is a limited-focus design, real-time and annual measurement of the total facility power divided by the IT equipment power, or a measurement of energy ‘waste’ going to non-IT equipment purposes. An ideal PUE is 1.0, that means 100% efficiency (i.e., all consumed energy is used only on IT equipment, no power distribution loses). But it is almost impossible to achieve. Many countries are implementing policies to limit the PUE under 1.5 for data centers. Improving the energy efficiency in data center is crucial.
Data centers have traditionally relied on air cooling for thermal management. However, air cooling can be inadequate for rack densities of 20 kW or more. Even if air cooling can support high-density racks, it is seldom the most efficient option. That’s why more data centers are looking to implement liquid cooling, which is far more effective at transferring heat than air.
Liquid cooling for data center refers to a cooling technology that utilizes liquids, typically water or specialized coolants, to dissipate heat generated by data center equipment, such as servers, storage devices, and networking equipment. This technology aims to enhance the energy efficiency and thermal management of data center by efficiently removing heat, thereby ensuring optimal performance and extending the lifespan of critical IT components.
In the report, we mainly focus on liquid cooling technology and solutions, which can low the PUE of data center largely and efficiently, and also the mainstream trend in the future.

Many country governments are regulating the PUE of data center, like China, who has published Three-Year Action Plan on New Data Centres in 2024, requiring new data center PUE≤ 1.3 and utilisation rate >60%.
PUE measures the efficiency of a data center’s energy use. A lower PUE indicates higher efficiency, meaning more of the energy consumed is used for computing rather than auxiliary functions like cooling. Managing PUE involves optimizing cooling systems, power distribution, and IT equipment to minimize energy waste and improve overall efficiency. Liquid cooling emerged as a solution capable of handling the greater thermal loads of modern data centers without the drawbacks of air cooling systems. Today's liquid cooling technologies include immersion cooling, where components are entirely submerged in a non-conductive liquid, and direct-to-chip cooling, which involves circulating coolant directly to the heat-generating components. These methods offer unparalleled efficiency and cooling effectiveness. Direct-to-chip cooling is the major technology adopted by data centers currently, while immersion cooling is also gaining more interests. Technology in liquid cooling is innovating continuously.
